I sent an election nomination and received delivery notification and I haven't received any ' unable to deliver notification' . The recipient claims that the mail hasn't received. Is there any way to prove that they have actually received the message?

I am using hotmail and the recipient's email is gmail. I enabled delivery and read receipt notification but the recipient did not send me the read receipt instead I got 'delivery completed to the destination server' notification. Also I haven't received 'unable or not delivered notification.
Since you sent from Hotmail/Outlook.com to a Gmail address, the notification saying “delivery completed to the destination server” only means Gmail’s server accepted the message. It does not prove that the recipient opened it, read it, or saw it in their Inbox.
It is still possible the message went to Spam/Junk, Promotions, All Mail, was filtered by a rule, or the recipient simply missed it. Also, if the recipient uses a personal @gmail.com account, read receipts does not work the same way they do in business email systems, so the lack of a read receipt is not unusual.
For a personal Hotmail/Outlook.com account, there is no message trace tool that can prove what happened inside the recipient’s Gmail mailbox after Gmail accepted the message. You can keep the delivery notification and the Sent item as evidence that you sent it and that the destination server accepted it, but it is not absolute proof that the recipient personally received or read it.
I would suggest asking the recipient to search Gmail using your email address, the subject, and checking Spam/Junk, Promotions, Updates, and All Mail. If this was for an important election nomination, you may also want to resend it.
I checked with them, they did not respond, sent a whatsApp message, no response for that, I asked them to check spam, they said they did even without checking and now the date has passed.
If this is for an official election nomination or deadline, I would recommend contacting the receiving organization directly and providing them with the sent message, timestamp, recipient address, and the delivery notification you received. Microsoft/Outlook.com cannot prove what happened inside the recipient’s Gmail mailbox after Gmail accepted the message.

Are you using an outlook.com/hotmail.com email address to send, or a work/school email to send?
What about the person you sent to, did you send to an outlook.com/hotmail.com or a different domain?
You said you have received a delivery notification. do you mean read receipt? or? Please explain this part a bit so I understand the context, because normally email services don't have delivery notification, so are you on some special software?
