received delivery notification but the recipient claims that it hasn't been delivered

I sent an election nomination and received delivery notification and I haven't received any ' unable to deliver notification' . The recipient claims that the mail hasn't received. Is there any way to prove that they have actually received the message?

    I am using hotmail and the recipient's email is gmail. I enabled delivery and read receipt notification but the recipient did not send me the read receipt instead I got 'delivery completed to the destination server' notification. Also I haven't received 'unable or not delivered notification.

    Hello

    Are you using an outlook.com/hotmail.com email address to send, or a work/school email to send?

    What about the person you sent to, did you send to an outlook.com/hotmail.com or a different domain?

    You said you have received a delivery notification. do you mean read receipt? or? Please explain this part a bit so I understand the context, because normally email services don't have delivery notification, so are you on some special software?
