Afaik, Microsoft allowed us to create upto 10 aliases per account. But it is not even allowing to create my 6th alias

I do not see any official announcement regarding this change. However, have you already reached the limit of 2 changes within a 7-day period?
Haven't created a new alias in 1.5 years.
What about deleting, any changes during the last 7 days?
When you go to Your info > Sign in preference, it is only showing 6?
No changes made whatsoever.
Answer to second question: Yes
Go to Security > Manage how I sign in. Do you have any phone number listed here? If so, how many?
This is not the Security > manage how I sign in page.
Also, I noticed your outlook.com has a dropdown option, what's in the dropdown option?
Does it allow you to add it as outlook.in, or add an existing one as Gmail, or Yahoo for example?
