I’m truly sorry to hear about the frustration you're experiencing. I understand that you’re unable to receive verification codes in the Microsoft Authenticator app due to switching to a new device, which has resulted in you being locked out of the only Global Administrator account for your Microsoft 365 Developer Program trial tenant. Here are a few suggestions that may help resolve the issue:
- If you still have access to your previous phone, try opening the Authenticator app there. You may be able to retrieve a verification code or approve the sign-in request.
- Use an alternative verification method by selecting “I can’t use my Microsoft Authenticator app right now.” This may allow you to verify your identity via SMS or email, provided those backup methods were previously configured.
If the above methods don’t work, as far as I know, there are only two official recovery options available for regaining access to the trial tenant:

From what I know, you will need to get past the initial AI system to reach the live support team. You can refer to the guide below for tips on how to get through more easily:
(When you call the support number, you may hear an introduction of about 30 seconds such as "you can visit the link...". You can ignore this introduction and wait until you are presented with the options. Then press "1" as a business email user, and again "1" for technical help.)
In some countries, it is an automated conversation like:
IVR: What kind of problem are you concerned about?
You: Authenticator.
IVR: What kind of product do you use?
You: Microsoft 365 for business.
IVR confirmation: education or company account?
You: For companies
IVR: Are you an administrator?
You: Yes.
IVR: Do you have another administrator in your organization?
You: No.
IVR: Do you need a... Service request?
You: Yes. I need to create a ticket. Please send me directly to the Data Protection Team.
2.If Method 1 does not resolve the issue, you may consider registering a new tenant by signing up for a trial subscription using this link. This will allow you to create a new tenant by following the on-screen prompts.
Once the new tenant is set up, you can access the Microsoft 365 admin center and submit a support ticket requesting assistance from the Data Protection team regarding your previous tenant.
Assuming you have successfully created the trial tenant, navigate to the Microsoft 365 admin center and click the Help & support icon to raise a ticket. The support agent will be able to create a case under the affected tenant and subsequently transfer it to the Data Protection team, who can assist you in regaining access.
Please mention that you are raising ticket on behalf of the affected tenant that you do not have access to. The support team will help you to create ticket on the affected tenant then later on the Microsoft Data Protection team will assist you.
Note: This process will take more time than usual (7-14 working days) for your account to get access again as Data Protection is always overwhelmed with the number of tickets. As I am forum moderator, I do not have access to Microsoft internal system to assist or push this process to be quicker.
On the other hand, if you do create the trial and it resolves the issue, please remember to cancel the subscription afterward to avoid any related charges.
