Based on what you've described, the main challenge here is that you no longer have access to the MFA method associated with the only Global Administrator account for those test tenants. Since deleting a tenant is a sensitive administrative operation, you'll first need to regain access to the Global Administrator account before the tenant can be deleted.
In this situation, I would recommend contacting Microsoft's Data Protection team. They are the team authorized to verify tenant ownership and assist with account recovery scenarios when access to a Global Administrator account has been lost due to MFA issues.
If you still own or have access to another Microsoft 365 tenant where you are able to sign in to the Admin Center, you may use that tenant to open a support request on behalf of this issue and explain that you need assistance recovering access to the affected tenants. Once the case is created, you can ask the support engineer to engage the Data Protection team for further assistance. When you call the support number, you may hear an introduction for approximately 30 seconds (for example, suggesting that you visit a website). You can simply wait until the menu options are presented, then press "1" as a business email user, and "1" again for technical support.

During the call, you will be asked to provide information that verifies your identity and proves ownership of the tenant, such as your organization name, billing information, contact email, phone number, or other subscription‑related details.
Once your identity and ownership of the tenant have been verified, the support team can guide you through the available recovery options. After access has been restored, you should then be able to proceed with managing or deleting the tenant as needed.
