Based on your description, the users have valid Microsoft 365 licenses assigned, but activation fails with the message "This account doesn't have a Microsoft 365 license."
For better understanding your situation and narrow down, please provide some more information as:
- What Microsoft 365 license is assigned to the affected users (Business Premium, E3, E5, Apps for Business, etc.)?
- Is the error occurring in Office desktop apps (Word/Excel/Outlook) or when signing in to portal.office.com?
- Are the affected users licensed directly or through a group assignment?
- Did both users start experiencing the issue around the same time?
In the meantime, here some suggestions you can try to check:
Verify the user actually has a license assigned
- Go to Microsoft 365 Admin Center > Users > Active users.
- Open the affected user.
- Confirm a license that includes Microsoft 365 Apps is assigned, not just Exchange or another service. The activation process requires the user to be licensed for Microsoft 365 Apps.
If using group-based licensing
Check whether the license assignment shows any errors such as:
- Not enough licenses
- Conflicting service plans
- Usage location not specified
- Other assignment errors
Remove and reassign the license
- Unassign the license from the user.
- Wait several minutes.
- Reassign the license and have the user sign out and back in.
Provisioning delays or synchronization issues can occasionally cause the assigned license not to be recognized immediately.
Check whether the problem affects only Office activation
Can the affected users successfully sign in to https://office.com or outlook on the web
