For Artifact Signing, Action Required means there is still a verification step to complete from the link shown in the identity validation request. For identity validation, the portal flow can require completing verification through Microsoft Authenticator and presenting a Verified ID. After that completes successfully, the status should update from Action Required to Completed in the Azure portal after a few minutes.
For an organization identity validation, there is also an email verification step sent to the primary email address. That link expires after seven days. If that email verification was missed or expired, a new link cannot be resent for the same request. The fix is to create a new identity validation request.
Based on the symptoms described, use this path:
- In the Azure portal, open the Artifact Signing account and go to Identity validations.
- Check whether the request is still Action Required and open the link shown there.
- Complete the verification flow with the same email address that was entered when the identity validation request was created.
- If the QR/Authenticator flow fails with errors such as name/address mismatch or face check failure, delete the existing identity validation request, remove the associated Verified ID from Microsoft Authenticator, then submit a new identity validation request and create a new Verified ID.
- If the problem is that the email verification link was missed or expired, start a new identity validation request. A new link cannot be resent on the same request.
- If the verification email was never received, check Junk/Spam, confirm the mailbox can receive messages from external senders and emails containing links, and ask the email administrator to confirm filtering or security policies are not blocking it. If still not found, delete the current request and submit a new one.
- Do not create multiple in-progress requests for the same entity unless the current one must be replaced because of expiration or failure.
If the request remains stuck or continues failing after recreating it, the documented support path is to contact Azure Support or use Microsoft Q&A with the artifact-signing tag.
