Individual identity validation blocked — "Sorry, you do not meet requirements to create a Verified ID at this time" persists after full reset

I'm an individual developer in the USA setting up Artifact Signing (Trusted Signing) to sign a desktop app.

My individual identity validation COMPLETED SUCCESSFULLY on my first attempt (on or about July 18, 2026). Afterward, I deleted the Verified ID card from Microsoft Authenticator and deleted the identity validation, intending to redo the process.

Since then, every attempt for 2+ days has failed at the "Create Verified ID" step with:

"Sorry, you do not meet requirements to create a Verified ID at this time."

I have already performed the full reset documented in the Artifact Signing FAQ:

  • Removed the Verified ID from Microsoft Authenticator (this was done first)
  • Deleted the identity validation request in the Azure portal
  • Created a completely new identity validation request

The brand-new request fails with the same error. I'm using the same government ID and the same personal details that passed the first time, attempting on a phone in good lighting, signed in with the same email address that is on the validation request. My Artifact Signing account resource is healthy (provisioningState: Succeeded) and my subscription is pay-as-you-go.

Since a fresh request issues a fresh verification voucher, this appears to be a block on my identity record on the AU10TIX / Verified ID side (attempts exhausted or a velocity flag), not a problem with any request I can recreate.

REQUEST: Could you please reset the AU10TIX verification / clear the block on my identity record so a new Verified ID can be issued? I can share my subscription ID, tenant ID, and account details via private message. I also have an open Azure support ticket on this with no response yet — happy to share that ticket number as well.

    Based on your description, you've already completed the documented reset procedure, and the fact that a new validation request still fails immediately suggests the issue is likely no longer with the Artifact Signing workflow itself.

    Since your first verification completed successfully and subsequent attempts consistently return "Sorry, you do not meet requirements to create a Verified ID at this time," this points to a potential restriction or state associated with your Verified ID/AU10TIX identity record rather than the newly created validation request.

    At this stage, there isn't a self-service option to clear this condition. The best course of action is to continue with your existing Microsoft Support case and provide:

    The Azure support ticket number

    Your subscription ID and tenant ID

    The new identity validation request ID

    Approximate timestamps of the failed verification attempts

    Confirmation that you've already completed the documented reset procedure (removed the Verified ID, deleted the validation request, and created a new one)

    The support engineer can then engage the Artifact Signing/Verified ID team to determine whether your identity record needs to be reset or whether an AU10TIX-side restriction is preventing a new Verified ID from being issued.

    In the meantime, I'd avoid creating additional validation requests, as they are unlikely to resolve an identity-level block and may complicate the investigation.

    If a Microsoft moderator is monitoring this thread, they may also be able to help escalate the case internally using your existing support ticket.
