Based on the information provided, this does not appear to be related to an unpaid balance or a disabled subscription. Since the billing account has been restricted at the MCA level, the issue requires review by the Microsoft Billing/Commerce team. Reactivating Azure subscriptions through the Azure portal will not resolve this particular scenario.
Microsoft documentation indicates that when a billing account is blocked, reactivation requires assistance from Microsoft Support or the responsible account management team. The support team can review the account status, determine the reason for the restriction, and perform any actions required to restore access.
