Error 1705-4 is not well documented, but since Office was already thoroughly removed, the failure is more likely related to the old Click-to-Run downloader, network filtering, or the license and installer not matching. Office 2013 also ended support on April 11, 2023, so installation on Windows 11 is no longer guaranteed.
Here are some suggestions you can try:
Press Windows key + R, enter services.msc, then find Microsoft Office Click-to-Run Service. Set Startup type to Automatic, select Start, and restart the PC.
Temporarily disconnect any VPN or proxy, pause third-party antivirus protection, and try a different network. Then run the installer as administrator. These can block the files that Click-to-Run downloads.
Instead of the old direct link, use the official Office 2013 Deployment Tool to download the installation files first, then install from that local source. This avoids relying on the small web installer.
Confirm that the key is specifically for ProPlusRetail, not a Professional Plus volume-license edition. A volume key requires its matching volume installer and will not activate the retail build.
Avoid making further registry changes, as that can leave Windows Installer in a worse state.
