Thank you so much for sharing more details. Certainly, both scenarios are supported.
1/ Microsoft Lists can be exported to Excel and the workbook can be refreshed to pull the latest updates from the list. However, changes made directly in Excel will not sync back to the Microsoft List.

2/ For Microsoft Forms, responses can be stored in an Excel workbook. If the form is created from a Teams channel or SharePoint, the Excel file is saved in the associated SharePoint location, and new responses can be reflected in that workbook.
3/ Based on your requirement, I would recommend creating the form from Teams or SharePoint, collecting responses through Microsoft Forms, and then using the generated Excel workbook.
If you need the data to be written into a specific existing Excel file or follow a custom format, Power Automate would be the best option to automate that process.
