From my research, this typically means Teams is requesting the operating system's camera permission, not that Teams has actually detected a physical webcam. Teams checks this permission whenever a meeting or call supports video, so the prompt can still appear even on a computer without a camera.
If you never intend to use a camera, you can turn off camera access at the Windows level to stop the prompts.
- Open Start > Settings > Privacy & security > Camera > Camera privacy settings
- Turn off Camera access for the device.
Alternatively, turn off Let desktop apps access your camera. Be aware that this affects all desktop applications that use a camera, not only Teams; Windows does not always provide a separate switch for each desktop application.
Then completely quit Teams:
- Right-click the Teams icon in the notification area.
- Select Quit.

- An infrared (IR) camera used for Windows Hello sign-in.

- A capture card or docking station.
- A monitor with a built-in webcam.
- A previously installed camera driver that was not fully removed.
Windows lists connected and disabled cameras in this area, though certain infrared or proprietary cameras may not appear here. If any unnecessary camera is listed, you can disable it from Device Manager > Cameras > Right-click > Disable device.
