fact that every verification link fails immediately with "The request is blocked" after trying different browsers, networks, and fresh tokens suggests this isn't a client-side issue. If the request is being rejected before reaching the verification service, resending the email won't resolve it. There isn't a customer-facing way to manually complete or bypass the email verification for Azure OpenAI quota requests. The verification workflow is managed by Microsoft, so if it's consistently failing, the Azure OpenAI/Foundry team will need to investigate. I'd recommend opening a support case and providing
The affected subscription ID(s). The quota request ID. The email address used for verification. The exact UTC timestamp of a recent failed verification. The request ID shown on the error page (20260723T021420Z-15c498f8f75jhvrshC1CO1k0c40000001hc000000000132g).
Ask them to verify whether the email verification workflow or Front Door policy is incorrectly blocking the verification request and, if necessary, reset the verification process. There isn't a documented self-service method to reset or manually verify the email for an Azure OpenAI quota request.
