Can't install update KB5099539

I can't install Windows Update KB5099539 on a Dell XPS 8910.

It gets to 100% and then comes up with error 0x80073701.

I have tried installing from the msu, running the troubleshooter, DISM, sfc and clearing the update cache.

After the last update, I ran into the secure boot freeze issue and have disabled the secure boot updates.

Any help would be hugely appreciated.
