Unable to complete MAICPP enrollment – Partner Center says "You need to enroll in MAICPP Program"

Question

I am a Global Administrator.

Tenant creation completed successfully.

Billing account is active.

However, every time I try to join the Microsoft AI Cloud Partner Program, the wizard ends with the "Your account is ready" page and returns me to Partner Center.

Profile page shows:

"You need to enroll in MAICPP Program"

Legal Info is empty.

Identifiers is empty.

No Partner ID is created.

The enrollment URL returns an error and Partner Center does not provide an option to create a support ticket.

Could Microsoft verify whether an enrollment object exists for my tenant?
