how to change phone number for text messages

I want to change the phone number that outlook text messages will be sent to. currently it is set to a land line. The option to change phone number does not appear in the security settings

For personal Microsoft accounts, Microsoft now says you can no longer add a phone number as a new security method. Their current support article states: “For increased security, you can no longer add a phone number” when adding a new way to verify sign-in.
