I found the answer, first you need to set the appearance to light and after that the "theme" is a visible menu bellow "Appearance", now from there you can change the background picture.
When dark or system default it is not visible:

Thanks for reporting this and sharing the useful finding. Switching Appearance to Light reveals the Themes menu, while it appears to be missing in Dark or System default mode.
You may also want to report this through Bing’s Feedback option, as the menu should ideally remain accessible regardless of the selected appearance.

If Themes still does not appear on the iMac, that customization option is likely unavailable in the current Bing interface for that browser or account. In that case, please use Bing > Settings > Feedback to report the missing option.
