I found the answer, first you need to set the appearance to light and after that the "theme" is a visible menu bellow "Appearance", now from there you can change the background picture.

When dark or system default it is not visible:

    Hello Cristina Carrasco,

Thanks for reporting this and sharing the useful finding. Switching Appearance to Light reveals the Themes menu, while it appears to be missing in Dark or System default mode.

You may also want to report this through Bing’s Feedback option, as the menu should ideally remain accessible regardless of the selected appearance.

On the Bing homepage, the available customization in the provided documentation is under Customize your homepage.

To change what appears in the background area:

    1. Open Bing.
    2. In the upper-right corner, open Customize your homepage.
    3. Turn Show homepage image on or off.

    Related options there also include:

    • Show menu bar
    • Show news and interests
    • Show homepage image

If the goal is to use Bing images as desktop wallpaper instead, Bing also offers Download today's image from the homepage image area, and the Bing Wallpaper app can provide a new image each day.
