    Hello Babs Fletcher,

I understand that Outlook 2013 will not install on your new Dell computer and displays code 30183-11 (400).

Please note that this is a user-to-user forum, so contributors cannot inspect the computer or verify the Office licence directly. Code 30183 generally points to the Office installation being interrupted, but a few details are needed to recommend the correct next step:

    1. Is the new computer running Windows 10 or Windows 11?
    2. Is Outlook 2013 part of a retail Office 2013 licence, and are you installing it from a Microsoft account, a disc, or an existing setup file?
    3. Does the computer already have Microsoft 365 or another Office version installed?

Please also be aware that Office 2013 reached the end of support on April 11, 2023 and no longer receives security updates or technical support. Installing a currently supported Office version is therefore recommended: End of support for Office 2013.

If you still need to install the licensed copy of Office 2013, first remove any preinstalled or incomplete Office installation, restart the computer, and then retry using the original installation source on a stable network. Back up any existing Office or Outlook data before removing software.

Please share the details above so the next steps can be matched to your licence and Windows version.
