Windows 11 Pro Retail activation stuck in Notification mode after hardware refresh (0x803F7001) — pre-wipe license was confirmed active

Windows 11 Pro (Retail channel, partial key 3V66T) has been stuck in "Notification mode" for over a week, error 0x803F7001, after a same-week hardware refresh + clean OS reinstall. Support case number <PII removed> open but stalled (phone call disconnected mid-troubleshooting, no callback since; chat support unavailable).

Timeline:

  • CPU, GPU, and storage were upgraded (same motherboard) on one day
  • The day after, slmgr /ato confirmed "Product activated successfully" — License Status was Licensed on the new hardware, no issue at that point
  • A clean Windows reinstall was performed from official install media the following day
  • Immediately after, activation broke: slmgr /dli shows Notification mode, error 0x803F7001

What's been ruled out:

  • Not a Software Protection service issue (service was stopped, restarted it, retried activation — no change)
  • Not a hardware-hash-exceeded-threshold issue — the license was confirmed Licensed on this exact hardware the day before the reinstall, so the hardware change itself didn't break it
  • Not a duplicate/stale device record — found two identical device entries under my Microsoft account (same PC, different OS build numbers), removed the stale one, retried the "I changed hardware" Activation Troubleshooter — identical error persists: "We can't find any devices linked to your Microsoft account that can be used for reactivating the device you're using right now."

The Microsoft account this is linked to (verified via Settings > Accounts > Linked Devices) shows this device, plus an active Microsoft 365 Family subscription. OA3xOriginalProductKey is empty (no OEM firmware key — this is a custom-built desktop, so the license has only ever existed as a digital entitlement, not a physical key).

Looking for: guidance on getting this escalated to someone who can manually verify/re-associate the digital license, since every self-service and automated path has failed identically. Happy to provide the support case number to a Microsoft moderator/agent directly if that helps route this.

Before we proceed further, the partial key 3V66T actually match the generic key for Windows 11, so that key might not be the actual license that you bought. Before we proceed further, may I know if your license is for Home or Pro edition? Also, may I know if the license is upgraded from Windows 10?
