I'm sorry to hear that your account was hacked.
If the hacker changed your password and replaced your security information (such as the recovery email), the first step is to try Microsoft's account recovery process:
If you have already submitted the account recovery form and received a response that the information was insufficient, you can submit it again with any additional information you remember. You may submit the form up to two times per day.
Unfortunately, if the recovery form is unsuccessful, there are no other recovery options. For security reasons, the account recovery process is fully automated, and Microsoft Support cannot manually restore access to the account, even if you can provide proof of ownership such as payment information or other Microsoft accounts under the same name.
If you still have access to your other Microsoft accounts, I also recommend reviewing their security information and changing their passwords immediately to help prevent them from being compromised as well.
