Power BI embedding in application using a Premium Per User (PPU) licensed account.

We have integrated Power BI reports into our application. Users sign in using a shared Power BI account (PPU licensed), and the reports were working correctly for several months. After some time, all workspaces assigned to Premium Per User (PPU) suddenly stopped loading in the application. The browser shows a 403 Forbidden error on the GenerateToken API. However, the same reports open successfully in Power BI Service using the same account, and if we change the workspace from PPU to Fabric Trial, the reports immediately start working again without any code changes.

The PPU license is still active, and this same issue has occurred previously with another PPU account after working for some time.

What could cause this behavior? Is there any limitation, backend issue, or PPU-specific restriction that could cause GenerateToken to fail after the application has been working successfully for months? What Power BI or Microsoft 365 settings, logs, or diagnostics should we check to identify the root cause?
