Azure Admin Locked out due to lost MFA

I have Azure account under a hotmail.com email. This is a personal account. This is email is used as a general email but also the Azure admin. I had lost my phone and did not have a chance to setup the MFA for my Azure admin. In the authenticator app, I have this text when I bring up my account:

Default Directory {EMAIL#EXT#@EMAIL.onmicrosoft.com} - Action Required, Scan the QR code provided by your organization to finish recovering this account

I can access my email. But when I try to login to Azure, I get stuck at the "Sign into your account - Enter Code" or "Approve your sign in request". I can not run any of the basic support solutions, because I cant login to do any of that. I opened a ticket through twitter "Multi-Factor Reset for your Global Administrator account, case ID  2606180040000747" and then after around 4 weeks and several support people and 1 phone call, they shut down the phone call after they saw my hotmail.com login stating "they do not work with those accounts".

To make matters worse, I am creating this support ticket under another account with support subscription because I can not get past the "Sign into your account - Enter Code" or "Approve your sign in request" to create the support ticket under my hotmail.com account.

Please give guidance on what I can do to recover my Azure account. It has two subscriptions under it and personal websites and dont want to lose access to those.
