Microsoft Account Balance option not showing at checkout

I have usd in my microsoft account balance and its well enough to buy a certain game but at checkout the option to use it dosent show up. My region is the same in the app and my device, but at checkout it shows that its charging my card instead of there being an option to use my microsoft account balance. I have no unpaid or past-due subscriptions and this problem is happening in the web version too.
