First, are both laptops connected to the same router and Wi-Fi network? Is the new laptop connected to a guest network, VPN, or security software? Also, what exact router address are you entering?
On the new laptop, open Command Prompt and run: ipconfig
Find Default Gateway, then enter that address directly in the browser, for example: http://192.168.1.1
Microsoft also recommends checking the Default Gateway this way when troubleshooting local network access.
If it still times out, temporarily disconnect any VPN and check Settings > Network & internet > Proxy to make sure a manual proxy is not enabled.
Please let me know whether the internet works normally on the new laptop and what happens when you ping the Default Gateway.
