Did you use the windows Store or Microsoft website?
Sometimes it can take 24/48hrs but that shouldn't stop you using windows. (some settings may will be limited but that is all)
You should be able to use the account you used to purchase the licence to activate. Are you signed in to windows with the same account used for the purchase.?
