Outlook Add ins are not longer working since the 23July2026 Outage

Hello

We use Add in's to outlook to help us with email templates and ever since the 23July2026 outage those add ins are no longer loading. I have even tried to reload add in's and install new add ins and the error message that comes up is

{"Message":"Internal Server Error","ErrorMessage":"Unable to read RPS data encryption certificate","RequestId":"[Moderator note: Personally Identifiable Information removed]","Suggestion":"For local debugging, set ASPNETCORE_ENVIRONMENT environment variable to \u0027Development\u0027 and restart the application"}

All the research I have done claims that Microsoft has reports that 23July2026 outage is fixed but clearly it is not all fixed. There is no way to put in an IT ticket with Microsoft and therefore no way to let them know that there is still an issue. I am hoping that an actual Microsoft IT support employee monitors these forums (sorry not a fan!) and can actually report and fix issues.

Hello User,

Thank you for providing the detailed error information and explaining the troubleshooting steps you have already attempted.

Since the Outlook add-ins are still unable to load or install after reloading them and attempting a new installation, I recommend asking your organization’s IT administrator to open a support ticket and report issue through the Microsoft 365 Admin Center: Get support - Microsoft 365 admin | Microsoft Learn

A Microsoft Support engineer can collect the necessary diagnostic information, review the configuration within your tenant, and engage the appropriate backend team for a deeper investigation. This level of investigation requires access to Microsoft’s internal support tools, which are not available through the Community forum.

When submitting the support request, please include the complete error message, the names of the affected add-ins, the approximate date and time when the issue began, and any relevant screenshots. It is especially important to include the Request ID displayed in the error, as this may help the support team trace the failed request in the backend system.

When opening a support ticket, please make sure the Support Assistant (AI) in the Help panel is turned Off. Several customers have reported that the Contact Support option may not appear while the Support Assistant is enabled. Once the AI assistant is turned off, you should be able to enter a description of the issue and the Contact Support option will appear, allowing you to submit a ticket directly to Microsoft Support.

As a Community Forum Moderator, I can provide troubleshooting guidance based on publicly available Microsoft information, but I cannot directly access your tenant, open a support request on your behalf, or investigate the backend service. Therefore, involving your IT administrator and Microsoft Support is the most appropriate next step.

If your IT administrator encounters any difficulty creating the support ticket through the Admin Center, please let me know what happens, and I’ll be happy to provide further guidance.

Kind regards,
