I’m sorry to hear that your notes have disappeared, especially after you’ve already tried several troubleshooting steps.
Microsoft has not discontinued Sticky Notes in Outlook.com. Please sign in to Outlook.com with the same Hotmail account, open the folder list, and check the Notes and Deleted Items folders. In Deleted Items, also select Recover items deleted from this folder. Create, edit, and view sticky notes in Outlook.com or Outlook on the web
On your PC, open Sticky Notes > Settings and confirm that you’re signed in with the same Hotmail account. On your iPhone, select Settings > Apps > Notes > Notes Accounts, choose the Hotmail account, and make sure Notes is enabled.
If you still cannot find the notes in Outlook.com or among the recoverable items, please contact Microsoft Support for further assistance.
