I understand you're currently stuck on the Windows Hello PIN setup screen and are unable to access Command Prompt from the recovery options. Based on your description, the main issue appears to be that you have forgotten both the PIN and the account password.
To help narrow this down, could you confirm whether you sign in with:
- A Microsoft account (email address such as Outlook.com, Hotmail.com, Live.com, Gmail, etc.), or
- A local account (username only, no email address)?
In the meantime, if this is a Microsoft account, please try the following:
- From another device with internet access, reset your Microsoft account password using Microsoft's official password reset page: https://account.live.com/password/reset
- After the password has been reset successfully, return to the PC.
- On the sign-in screen, select "Sign-in options" and choose "Password" (if available), then sign in using the newly reset password.
- Once signed in, you can recreate the PIN by going to "Settings" > "Accounts" > "Sign-in options" > "PIN (Windows Hello)".
If the device is using a local account instead, the recovery options are different, so please let me know which type of account is being used and whether you see a "Sign-in options", "I forgot my PIN", or "I forgot my password" link on the screen.
