Error Code 715-123280 appears during the Microsoft account/tenant sign-up validation process, rather than during normal Power BI report creation. It generally means Microsoft could not validate or approve the new account, trial, or subscription request.
That said, may I clarify which type of account you used to sign up: a personal account with an @hotmail.com or @outlook.com address, or a work account with your organization’s domain?
In the meantime, I found several troubleshooting steps that may be worth trying:
+Check the country or language locale used in the URL
In some cases, there may be a mismatch between your current location and the locale being used in the sign up page URL. For example, if you are located in one country but are accessing the trial through the en-us locale, this may affect the validation process.

+Use a private or incognito browsing window
+Try a different network connection
