This usually means Microsoft temporarily blocked recovery because it detected unusual or repeated attempts.

If it directs you to the recovery form, complete it from a device, browser and location previously used with this account: https://account.live.com/acsr

Provide as much accurate information as possible, including old passwords, contacts, exact email subject lines and any requested Microsoft 365 billing details. Microsoft normally replies to the contact email within 24 hours, and you can submit the form up to twice per day.

Microsoft support cannot manually bypass the security check or reset the account, even when a Microsoft 365 subscription is attached.
