I understand you're using an eMachines eME440 running Windows 7 Home Premium, and when you try to start in Safe Mode, Windows loads the driver list and then returns to the normal sign-in screen instead of giving you access to troubleshoot the system.
First, please note that Windows 7 reached End of Support on January 14, 2020. While Microsoft no longer provides updates for it, you can still try some workaround steps.
Could you provide a little more information:
- What happens when you try to sign in from the normal sign-in screen? Do you receive an error message, or does Windows load and then fail?
- Are you able to access “Repair Your Computer” from the F8 menu?
- Did the problem begin after a Windows update, software installation, power outage, or hardware change?
In the meantime, if Windows is still able to reach the sign-in screen normally, please try the following:
- Start the computer and repeatedly press F8 before the Windows logo appears.
- Select “Last Known Good Configuration (advanced)” and check whether Windows starts successfully.
- If that does not help, return to the “Advanced Boot Options” menu and select “Repair Your Computer” (if available).
- From “System Recovery Options”, try “Startup Repair”.
