Engage Center Administrator Creation

Question

I'm in need of tech support for an issue in MS Dynamics GP 2018 R2 and have not used the Engage Center before. I've been watching videos and reading docs but must be missing something. How do I enroll in Engage Center if the company does not have an EC Administrator? I've been a GP system admin since 1999 and it seems so difficult to get support now when it used to be so easy.
