Partner Center enrollment blocked by error 2100 - legal entity already exists, and I cannot open a support ticket

Question

I cannot complete Partner Center program enrollment, and I also cannot open a support ticket, so I am posting here.

Problem

Enrollment into both Commercial Marketplace and Microsoft AI Cloud Partner Program fails with the same error:

Error code 2100 - "A legal entity matching the request payload already exists when creating the legal entity." (source: PartnerAccountEnrollmentApi)

Current state

• A billing account / legal entity was created successfully earlier ("Your account is ready" confirmation received).
• However, Account settings > Programs shows no enrolled programs.
• ISV Success > Get Started still shows the "Enroll in Partner Program" gate.
• The enrollment flow lets me select the existing legal entity, but on submit it appears to attempt to create it again, which fails. So enrollment can never complete from the UI.

Why I cannot open a support ticket

• The signed-in Partner Center support form requires a Workspace, but the dropdown returns "No results found" (because no programs are enrolled).
• The Partner Center AI assistant returns "Something went wrong" on every attempt.
• The unauthenticated support form (partner.microsoft.com/support?stage=1) hangs on an infinite loading spinner. Tested in two browsers with extensions and shields disabled.

Environment

• Signing in with a clean Microsoft Entra (work) account that has the Global Administrator role.
• Goal: enroll in ISV Success. Our product is a B2B API.

Question

This looks like a backend record mismatch: the legal entity exists, but it is not linked to any program enrollment. Could a Microsoft engineer link the existing legal entity to our enrollment, or clean up the duplicate record so enrollment can complete?

I can provide the Tenant ID and account details privately.

Note: I would prefer not to re-register under a slightly different company name, since that would leave a duplicate legal entity record behind.
