how to fix drivers for hotkey keyboard class filters when it is not available to download through manufacturers

Keyboard doesn't work. Not a hardware issue, no keyboards work on my PC except in bios. Hkkclassfilter driver can't update or install. Switching to hid compliant keyboard driver does not work. Reinstalling windows and starting fresh did not work. Uefi settings, did not work. Upper filters in reg edit Didn't work. Reinstalling USB drivers didn't work. Bluetooth keyboards do not work.
