Processes in Microsoft 365 for setting up Office apps, redeeming product keys, and activating licenses.

Good day. Sorry to hear your frustrations. Microsoft has changed how product downloads and license management work, and older perpetual licenses, like Office 2019 are much harder to find.
In regards with your questions:
- Microsoft removed already the "Old" "Services and Subscriptions" option that listed many perpetual licenses with download links. There's no way to switch it back. But if your Office 2019 was redeemed to your Microsoft account, go to "Services and Subscription", if it is listed you should see an Install or Manage button. If not listed, your Office 2019 might not be associated with that MS account.
- You don't need a Microsoft 365 subscription to reinstalla Office 2019. Microsoft still provides its official installation files. Just go to Office setup page, sign in with the Microsoft account that owns the license, and enter your 25 character key if hasnt redeemed yet. Download and install Office 2019 from Microsoft servers.
- Lastly if the key is already in use (redeemed) but not visible, Microsoft Support is generally the only option to retrieve this. Sometimes they can identify which Microsoft account the key is attached to, provide you have the proof of purchase.
