My Mouse Snap-To feature has gone away. I want it back.

Mouse Snap-To Feature:

I have used the mouse Snap-To feature for many years now. It saves me time and helps me stay focused on the task at hand. After many attempts to re-enable it via mouse drivers, registry tweaks and the on-off buttons in the set-up it will not come back. I read more and more comments that it is a feature Microsoft is trying to retire. I would like to know why. Any suggestions on how to get this message across to Microsoft?
