According to Microsoft's official Microsoft 365 Compliance Licensing Comparison document, Microsoft 365 E5 Compliance is a supplemental add-on license that requires a qualifying prerequisite license.

The document specifically states:

"Requires Microsoft 365 E3 or [Office 365 E3 + EMS E3]."

Based on this Microsoft licensing guidance, Microsoft 365 Business Standard and Microsoft 365 Business Premium are not listed as eligible prerequisite licenses for the Microsoft 365 E5 Compliance add-on in the licensing comparison document. Therefore, a Microsoft 365 Business Premium or Business Standard license alone would not meet the stated prerequisite requirement for Microsoft 365 E5 Compliance.
