How to reach Partner Center support by phone or ticket WITHOUT signing in — every documented path loops back to articles
I am a Global admin (single admin) for tenant myinwardworld.com. My MAICPP enrollment is blocked at the trust check ("Microsoft runs on trust… your request was blocked"), and Legal info / Identifiers / Agreements are all empty — so I have no active enrollment and no workspace.
Because I have no workspace, every support channel I try loops back to self-help articles instead of letting me open a ticket or reach a person:
- Partner Center "Contact support" → "no permission / no workspace"
- partner.microsoft.com/support → AI assistant → articles loop
- serviceshub / Engage Center → "You don't have permissions to any workspaces"
- Azure & M365 Admin Center "Create support request" → service list has no "Partner Center" or "Enrollment" category
- The Israel business support phone number from the admin center is dead (busy tone, disconnects)
I understand the enrollment itself can only be reset by Microsoft's backend team. My question is narrower:
How do I actually reach a human — by phone or ticket — when I have no Partner Center workspace and cannot select "Partner Center" as a service anywhere? Is there a working phone number, an escalation email, or a support form that does NOT require an existing workspace? Has anyone gotten a stuck pre-enrollment trust-check block escalated, and through which exact channel?
I have the Correlation ID, Transaction ID, and Reference number ready for whoever can route this.
