We already have 4.1 models deployed and want to start testing on 5.1. Is there something we can do ?

As a result, the deployment can be blocked during the validation stage before provisioning is completed, which is why the error message may appear generic and provide limited troubleshooting information.

To ensure there are no additional contributing factors, the following validation steps are recommended:

Model and Region Validation

Confirm that the model is available in the selected region.

Verify that the chosen deployment type (Standard or Global Standard) is supported for the model and region. Test deployment in an alternative supported region, if available.

Quota and Capacity Validation Verify available quota for the specific model, subscription, region and deployment type. Confirm that quota remains available at the time of deployment. Check whether other supported models can be deployed successfully within the same subscription. Deployment Consistency Checks Review existing deployments for failed, duplicate, or partially created entries. Retry using a new deployment name to rule out deployment-state conflicts. Validate that the required permissions are available for deployment operations.

As an additional diagnostic measure, the following may help determine the scope of the issue:

Attempt deployment of another supported model with available quota. Test deployment using another supported deployment type. Retry the deployment after some time to rule out transient backend conditions.

Please note that if the validation block is associated with backend protection controls, the above tests may help identify the scope of the issue but may not consistently bypass the restriction.

I understand that you are unable to deploy the GPT-5.1 model while existing GPT-4.1 deployments are working successfully.

The deployment failure is caused by a Microsoft backend trust/risk validation that is rejecting the GPT-5.1 deployment request before provisioning begins. Because GPT-4.1 deployments already exist, this rules out common deployment issues such as resource configuration, RBAC permissions, deployment names, or general deployment capability. Likewise, quota and unsupported-region issues normally return different service-specific errors rather than 715-123420 ("Our system has detected this request as unusual activity for your account").

My recommended fix is to:

Verify that GPT-5.1 is supported in your selected Azure region and deployment type (Standard or Global Standard).
Confirm that your Azure AI Foundry resource and subscription are eligible to deploy GPT-5.1 and that sufficient GPT-5.1 quota is available.
If these validations succeed and the same 715-123420 error persists, continue or open an Azure Support case via your Portal, strongly believe PCS will act accordingly, because the request is being blocked by a Microsoft-managed backend validation that cannot be resolved through customer-side configuration.
Include the Trace ID, Client Request ID, Service Request ID, UTC timestamp, Subscription ID, Azure AI Foundry resource name, region, deployment type, and model name to enable Microsoft engineers to investigate the backend telemetry.
