Hi. I'm David, and I'm happy to help you.
You are correct. Some government websites may block IP ranges used by VPN services to prevent automated traffic and fraud.
To completely uninstall Avast SecureLine VPN on Windows 11:
- Press "Windows + I" to open "Settings".
- Go to "Apps > Installed apps".
- Search for "Avast SecureLine VPN", click the three dots (...) next to it, and select "Uninstall".
- Follow the setup wizard prompts to finish removing it, then restart (not shutdown) the PC.
To ensure no residual virtual network adapter remains:
- Press "Windows + R", type
ncpa.cpl, and hit "Enter". - If any active network adapters with "Avast" or "WireGuard" in their name appear, right-click and select "Disable".
Once done, open a new "Incognito window" in the browser and try accessing the website again.
Please let me know how it goes.
Feel free to ask any questions you may have.
