Please test the same email in Outlook Web https://outlook.live.com/mail and check whether the links and attachments open there.
This will help confirm whether the issue is with the Outlook app or the email account.
- What exactly happens when you click a link or attachment? Do you receive an error?
- Does this affect every email or only certain messages?
- What Outlook for Mac version and macOS version are you using?
- What type of email account is added, such as Outlook.com, Gmail, Yahoo, or another provider?
