Outlook won't open encrypted emails anymore since the latest update

Since the last update, the desktop version of Outlook does not open the encrypted message anymore. It mentions "Sorry we cannot open this item. this problem is probably temporary..." etc. (my traduction, because the message is in french).

I restarted the Outlook App, I restarted the computer, and I updated the desktop Outlook but it still won't open the encrypted emails coming in. The previous outlook version worked perferctly fine, but the Microsoft update seems to have changed something in the desktop outlook. My IT person does not know how to fix the bug, everything we tried failed. I need the encrypted emails for work and I dont like the configuration of the web email. Please kindly find a way to fix the bug for all users fast its really a big problem. I saw other users complaining of the same issue. thanks
