Regarding the MFA issue, as far as I know, the error Code 50089 can indicate that the authentication flow could not be completed successfully, which may occur if the sign-in session expires or if the configured MFA method cannot be validated properly.
May I know whether there are any other Global Administrator accounts in your tenant? If so, you may ask another administrator, or use another administrator account, to revoke your existing MFA sessions and review or reset your authentication methods. After that, you can try signing in again and re-register MFA on your device. This would help determine whether the issue is related to the current MFA registration associated with your account.

Regarding the storage issue, based on the current Microsoft 365 Developer Program FAQ, Developer Program subscriptions have documented storage limits, including 300 GB of pooled SharePoint storage and 10 GB of OneDrive storage per user. These limits differ from the storage entitlements described for commercial Microsoft 365 E5 subscriptions.

Since your Developer Dashboard still shows an active Renewable E5 subscription with 84 days remaining, while SharePoint Admin Center is enforcing a 300 GB storage limit and placing sites into read-only mode, it is difficult to determine whether this behavior is expected for your tenant or whether an issue exists with the tenant's licensing or storage entitlement.
If your tenant previously operated with storage usage above 300 GB and only recently started enforcing this limit, this would require investigation by the Microsoft 365 Developer Program support team, as they have access to the backend licensing and tenant provisioning information that isn't available through the community forums.
