Outlook.com e-mail server is not accepting forwarded emails from state registered sender

Greetings, and thank you for your time and help,

I use Outlook.com for most of my email. However, I have a separate "official" email (format: ******@mydomain.com) that is required for professional purposes. Everything from the "official email" forwards to my Outlook.com.

I just noticed that Outlook.com is not receiving forwarded mail from one specific official sender. ******@mydomain.com is able to receive email from that sender but none of the sender's emails are forwarding INTO my Outlook.com mailbox.

The sender is: no-reply@efilingmail.tylertech.cloud. It's a registered state government portal. This issue has only recently arisen--I'm wondering if Microsoft's servers are mistakenly blocking registered state government email? If so, how do I reach the rocket scientists at Microsoft Tech Support (you can hear the sarcasm, right?) and explain that I need help with unblocking Microsoft's servers? No telephone support tickets are being answered by Tier 2 support and the Tier 1 agents who normally handle Outlook.com troubleshooting don't seem to understand the issue. I've already whitelisted ******@efilingmail.tylertech.com in Outlook.com AND added the registered sender as an Outlook.com contact. Any help will be very gratefully accepted.

    I'm afraid you're describing something that I can't unravel. Sorry. There are plenty of smart people here, though, so maybe someone else will have an idea.

    Let me try to answer these. First, no non-delivery report was received in the mailbox of the address performing the forwarding. That actual mailbox is ******@tikundvisors.com. Hostway, which manages my professional email, verified they are able to forward all other emails from the mailbox TO my Outlook.com mailbox. Thus, they say it's not a Hostway server issue, it's a Microsoft issue. (i.e., yes, can manually send from the forwarding address just fine).

    As to adding the address as a contact and as a sender, please don't shoot the messenger, lol. That was the advisement given by Tyler Technologies, the Texas state-authorized attorney e-filing portal. Theirs are the emails that are simply not forwarding INTO my Outlook.com mailbox. The actual email format is no-reply@efilingmail.tylertech.cloud

    I noted a new wrinkle on the problem just today: I attempted to forward an email from my mobile device to my Outlook.com mailbox. This has always worked fine. Today--no joy.

    I have a new theory--right now, I'm on a particular encrypted connection at a remote worksite. I'm wondering if the SITE'S SERVERS are maybe blocking forwarding into my Outlook.com mailbox? Again, don't shoot the messenger. I'm an attorney, not an engineer. Your continued help is most appreciated.

    Do you receive a non-delivery report in the mailbox of the address performing the forwarding? If so, what does that report indicate as the reason for the non-delivery? Can you manually send from the forwarding address and receive the message in your Outlook.com mailbox?

    Adding the address as a contact and as a safe sender is redundant and just wastes a slot in the Safe Sender list. There is a limit to the number of addresses you can put in the Safe Sender list, so you should remove it. Besides, the Safe Sender list will only allow messages that would normally reach your mailbox in the Junk Email folder to be delivered to the Inbox. It will never help you receive messages that don't arrive at all.
