If you have a compatible USB-C display adapter available, could you try connecting one of the affected monitors directly to the Surface Laptop 4, bypassing the dock entirely? Test the monitor for a while to see whether the flickering or black screen still occurs. You can also check whether Windows is still detecting all connected displays. Open Settings > System > Display and select Detect if the second monitor is not shown.
