Account creation has been blocked

I'm unable to create a new Microsoft account because the account creation process is being blocked. During sign-up, Microsoft displays the following message:

"Account creation has been blocked. We detected some unusual activity and blocked this account creation process."

This happens immediately during the registration process, before I can finish creating the account. I am using a legitimate email address and have not violated any Microsoft policies. Could you please explain why my account creation is being blocked and how I can resolve this issue?

    This issue might be related to the specific Wi‑Fi network you’re connected to. For example, your IP address may be blocked from creating a new Microsoft account.

    If you are using a VPN, temporarily disable it and try creating a new Microsoft account again. I

    f you’re not using any VPN, connect your PC to a different Wi‑Fi network, such as a mobile hotspot, and open a private browsing window (InPrivate/InPrivate Browsing) in different browsers like Edge or Chrome.

    Then try creating a new Microsoft account using this link:
