How to access. dormant Email [Moderator note: personal info removed] without a tenant account and reactivate

I have a business account [Moderator note: personal info removed] and I must reactivate the account in ordetr to access the email and use for business purposes. There is no tenant or administrator. How do I get back into an old account.
