I understand your concern about the limited attachment view in New Outlook, and I can see how the small Show all attachments control could easily cause recipients to think files are missing from an email. That is a genuinely valid usability concern. From my research, the number of visible attachments and the placement and visibility of the Show all attachments control are currently controlled entirely by the Outlook user interface. Unfortunately, there is no user setting or admin policy that allows you to:
- Increase the default number of visible attachments.
- Force attachments to be expanded by default.
- Make the expand control larger or more prominent.
One practical workaround is to compress multiple attachments into a single ZIP file before sending. This way, recipients see one clear attachment rather than a truncated list, which removes the risk of them missing files.
If this is a feature you would like to see, I suggest keeping an eye on the Microsoft Outlook(new) blog or the Microsoft 365 Roadmap | Microsoft 365 for any updates on this feature.
