Xbox privacy setting will not save and keeps reverting to Friends.

Question

I'm not sure entirely if this is the right place to be posting this, but I can't seem to find help anywhere.
Chatbots keep sending me in circles.

This is an adult account and there are no other members or organizers in my Microsoft family.

These settings in my Xbox privacy settings:
“You can communicate outside of Xbox with voice & text”
"Others can communicate with voice, text, or invites"

Reverts to Friends after I press Submit. I've tried all necessary troubleshooting steps.
Logging out, clearing cookies, different browser, incognito, using my phone - but nothing is working.

To clarify the settings are active and selectable, and I receive the success message when pressing submit, but they do not seem to save and revert when the page is reloaded.

Please can I have assistance with this.
