This is another test, go an create a LOCAL user profile (skip the part to use a Microsoft account). Once created you can test if you can download the same app using Official Microsoft Store. Let me know if there will be changes.
Downloaded IbisPaint from Microsoft Store and unable to open them
Every time I want to open the app it kept showing error saying
The application is currently running with administrator privileges. Since this application is not supposed to run with administrator privileges, there is a possibility that some problems may occur.
And when I click OK it show me this, An error occurred. This app will be exited. Details: The operation attempted to access data outside the valid range (-2147483637)

Another problem is I can’t find the Ibispaint shortcut too, I can only found it in the Microsoft Store and Installed app in settings which, none of them have the feature to uncheck the Run as Administrator
I opened it directly from Microsoft Store or Search Bar

To narrow this down, could you tell me is this happening only for IbisPaint? how about other Microsoft Store apps, are they opening normally?
From the error itself that it runs via Administrator and seems it doesn't like it so you need to check that. If you have a shortcut and you are trying to open up IbisPaint via that shortcut, then you will need to right-click on the shortcut icon(desktop shortcut) and locate the compatibility section in which you can uncheck the "Run as Administrator" option and see if it will open normally.
