It happens because Windows Security sometimes doesn't recognicxe third party antivirus software like yours, Webroot, even when its running. First check your system tray to make sure that webroot is actuall turned ON, then open windows security to see if it lists webroot there. If webroot is running fine and your computer feels safe, then you can simply ignore the notification...
Its just a common glitch between Windows and external antivirus programs, so no need to worry.

One of the main reasons you may be receiving this notification is that Windows Security may not be recognizing your third-party antivirus, such as Webroot.
When a trusted third-party antivirus is installed and working properly, Windows Defender Real-Time Protection is normally disabled automatically to avoid conflicts between two antivirus programs running at the same time.
No worries, as long as your Webroot subscription is active and Webroot is running properly, your computer should still be protected.
